Do you have a picture that's just a bit out of focus?  Don't delete it!
Use a texture to hide the blur.

For this picture, I first treated the colors with the CoffeeShop Attic Vintage Free Action.  Then, I brought in the texture as a new layer.  To do this:

We don't usually think of intentionally blurring a picture to give it effect.  Most of the time, we want our pictures to be "tack sharp."
However, Photoshop has a great tool called the Gaussian Blur that can lend a beautiful and ethereal appearance to photos.
